Kentsel dönüşümün gayrimenkul piyasasına etkisi, Beyoğlu İlçesi, Örnektepe ve Sütlüce (Haliç) kentsel dönüşüm örneği

Abstract

Fiziksel, ekonomik, sosyal ve kültürel yapının hızla değiştiği günümüzde, mekânsal olgular da hızla değişmekte ve yenilenmektedir. Bu değişime ayak uyduramayan mekân ise kentsel çöküntü ya da yıpranma sürecine girmektedir. Endüstri Devrimi sonucunda yaşanabilir planlı kentlerin yaratılması genel hedefi ile “Kentsel Dönüşüm” kavramı ortaya çıkmıştır. Bu dönemlerden itibaren “Kentsel Dönüşüm” yaşam kalitesi yüksek sürdürülebilir kentleşme için bir araç olarak kullanılmaya başlanmıştır. “Kentsel Dönüşüm”; kent ile ilgili fiziksel, sosyal, ekonomik ve kültürel sorunlarının giderilmesi ve mevcut kent dokusunda gerekli değişikliklerin yapılması için zorunlu olarak kullanılan kentin tedavi araçlarından biridir. Kentsel dönüşüm, hiç kuşkusuz gayrimenkul piyasası üzerinde bir değişim süreci başlatmaktadır. Bu etkiyi, dönüşüm alanlarının içinde ve çevresinde, rayiç bedel, alım, satım, kiralama gibi birçok başlık altında izlemek mümkündür. Bu bağlamda, Örnektepe ve Sütlüce örneklerinde de bu değişimin varlığını kabul eden tezimde arayacağım cevap, “Kentsel Dönüşüm” yönteminin; uygulandığı alanlarda Gayrimenkul Piyasasına Etkisi Nedir?” başlığı altında bu çalışma; i) Örnektepe ve Sütlüce dönüşüm alanlarında, dönüşüm öncesi ve sonrası rayiç bedelleri nasıl bir değişime uğramıştır? ii) Örnektepe ve Sütlüce dönüşüm alanlarında dönüşüm sonrası etki alanı içerisinde kalan alanlarda proje değerlerinin değişimi ne şekilde gerçekleşmiştir? iii) Örnektepe ve Sütlüce dönüşüm alanlarındaki dönüşümün bu alanlar dışında kalan bölgelerde nasıl etkileri olmuştur? iv) Örnektepe ve Sütlüce dönüşüm alanlarında dönüşüm öncesi ve sonrası alım-satım ve kiralama değerleri nasıl farklılaşmıştır? Sorularına cevap arayacaktır.

In today‟s world in which the physical, economical and sociocultural structure changes rapidly, spatial facts also change and get renewed quickly. An area that is unable to get used to this change goes under the process of urban devastation or corrosion. The idea of Industry Revolution of livable and orderly cities gave birth to the term “Urban Transformation”. Since then, “Urban Transformation” has started to be used as a tool for a high-quality life and sustainable urbanization. “Urban Transformation” is one of the mandatorily used tools of a city to treat the physical, social, economical and cultural problems and to make the necessary changes in the present urban fabric of the city. Urban Transformation, without a doubt, commences a change process on real estate market. The influence, around and inside the transformation areas, can be examined under many titles such as current market value, purchase, sale, rent. In this context, my thesis that accepts this change in Sutluce and Ornektepe as well will look for an aswer to the questions listed below, by regarding the title “What is the effect of the method of urban transformation on the real estate market?”; i)What kind of a change have the current market values gone under after the transformation in the transformation areas in Ornektepe and Sutluce? ii) In Ornektepe and Sutluce, how did the change in the project values in the areas that were in the influenced area after the transformation happen? iii) How did the transformation in Sutluce and Ornektepe affect the areas that were outside the transformation area? iv) How did the change process of the values of purchase, sale and rent in the transformation areas occur before and after the transformation?
