Esenyurt planlama sürecinde 18. madde uygulamaları sorunu ve çözüm arayışları

Abstract

Türkiye'de oluşturulmaya çalışılan planlama bütünlüğü uygulamada tam olarak oluşturulamamış, yerel planlarla ulusal planlar arasında birlik sağlayacak bölge planlama anlayışı yerleştirilememiştir. Planlamanın amacı olan kamu yararı kavramına da geçen tarihsel süreçte farklı anlamlar yüklenebilmiştir. Kamu yararı ve toplum yararı kavramlarının örtüştüğü bölgeler belirlenerek planın amaçları ve planın uygulama araçları düzenlenebilir. Yaşanan gelişmelere karşı insanların kamusal kent işlevlerine gereksinimlerinin artması, kentlerin devamlı gelişerek yenilenmesi karşısında kamu hizmetlerine daha çok alan ayrılması gerekmektedir. Planlama sürecinde üst ölçekli planlar üzerinde oluşturulan kararların mekâna yansıması imar uygulama planları ile mümkün olmaktadır. Çünkü kent planlaması sürecinin son aşaması, imar planlarının uygulanmasıdır. Bu aşamada imar planlarının uygulanması için kullanılacak yöntem ve bu yöntemlerin özellikleri imar planlarının başarı yüzdesini arttıran bir etken olarak karşımıza çıkmaktadır. Tez içeriğinde Esenyurt Belediyesi tarafından yapılan planlar ve bu planların nasıl bir süreçten geçtiği irdenmiş ve Esenyurt Belediyesi tarafından yapılmış olan İmar Uygulamalarından örnekler verilmiştir. Sonuç olarak Esenyurt Planlama Süreci ve 18. Madde uygulamalarına olumlu ve olumsuz yönleriyle açıklamalar yapılmıştır.
