İlçe bazında afet lojistiği : Başakşehir uygulaması

Abstract

Tarihimiz boyunca sık sık karşılaştığımız ve ülkemizi, ekonomik, sosyal ve toplumsal yapısını derinden etkileyen ve bozan sorunlarının basında afetler gelmektedir. Her afetin arkasından ülkenin tüm dikkati afet bölgesine odaklanmakta ancak afetlerle ilgili sıcak gündem kısa sürede hafızalardan silinmektedir. Afetlerle baş edebilmenin yolu oluşan afetle mücadele değil, oluşan yıkımın etkilerini azaltmak için afet olmadan önce olası zararları tahmin ederek, bilimsel, teknolojik, yasal ve yönetsel her türlü önlemleri almaktır. Ülkemizin ekonomik anlamda lokomotifi konumundaki Marmara Bölgesinde yaşanan Gölcük ve Düzce Depremleri, sadece bölgesel anlamda değil ülkenin fiziki, ekonomik ve sosyal olarak en gelişmiş bölgesindeki kentlerde binlerce kişinin yaşamını yitirmesine, çok büyük ekonomik kayıplara ve yüz binlerce kişinin evsiz kalmasına neden olmuştur. Yaşanan acılara ve sıkıntılara rağmen bugün bile afete hazırlık ve zarar azaltma konusunda toplum olarak algılarımız hala kapalıdır. Son yaşanan Van depreminde de açıkca görüldüğü üzere Türkiye yaşanan felaketlerde zarar azaltma konusunda ciddi sıkıntılar yaşamaktadır. Elinde afeteri yönetmek için her türlü malzemesi ve imkanı olan Türkiye yanlış afet yönetim planları nedeniyle hala afetleri yönetememektedir. Sağlıklı bir afet lojistik planının olmayışı bu başarısızlığın temel sebebidir. Yaşanan Van depremi afet lojistik yönetimi bağlamında tam bir başarısızlık örneğidir. Bu çalışmada İstanbulun büyük marmara depremine ne kadar hazır olduğu ve olası bir afette kentin nasıl yönetileceği konusu Afet Yönetimi konusunda sorumluluk sahibi resmi kurumlarla ve bazı yerel yönetimlerle yapılan görüşmelerle belirlenmeye çalışılmış, dünyada başarılı örnekler incelenmiş ve modern afet yönetim sistemleri ışığında Başakşehir İlçesinin Afet Lojistik planı oluşturulmaya çalışılmıştır.

Disasters have been Turkey's major problems, which the country frequently encountered throughout its history and which affect and disturb economical, social and communal structure of the country. All sections of the community focus on eliminating the influences of disaster after each disaster. In order to reduce influences of a disaster, it is necessary to take all kinds of precautions like scientific, technological, legal and administrative precautions by presuming probable damages before the disaster occurs. The Gölcük and Düzce Earthquakes occurred in the Marmara, economically the most important area of the Turkey, caused thousands of people, who were living in the cities that are the most developed cities of the country in terms of physical, economical and social aspects, to die and caused enormous economic losses and made several hundred thousands of people become homeless. Although Turkey suffers from the disasters through years peoples’ general perception to disasters is closed. As shown in the recent earthquake in Van, Turkey is struggling to reduce the damage levels in disasters. Even though we have all the necessary materials in order to manage the disasters we could not succeed to manage the disasters because of the disorganized disaster management logistic plans. This failure is a result of the absences of the healty Disaster Logistic Management. The result of Van Earthquake is totally failure on the basis of the disaster logistic management. In this study is is examined that how Istanbul is ready to the great Ġstanbul Earthquake. In order to find how Istanbul should be managed, some plans of authorized instution’s are examined, and some interviews are made with the local municipalities. Finally it is tried to create logistic plan of the Basaksehir district on the basis of the modern disaster management
