Afet ve acil durumu yönetiminde itfaiyenin rolü ve yeri

Abstract

İnsanoğlu yaşamış olduğu yeryüzünde tarih boyunca coğrafi konumuna göre, bulunduğu dönemdeki nüfus yoğunluğu, yapılaşma, kentleşme, sanayileşme, teknolojik gelişme ve toplumun gelişmişlik düzeyine göre doğal, meteorolojik, insan kaynaklı ve teknolojik afetlere maruz kaldığı tarihi bir gerçek olarak önümüzde durmaktadır. Ülkeler ve toplumlar afetlere karşı hazırlık aşamasında gerekli önlemleri almamış olmaları halinde, meydana gelen afetler sonrası ciddi anlamda can, mal ve ekonomik kayıplarla karşı karşıya kalmaktadırlar. Meydana gelecek afetlerin belirtilerinin tespiti veya oluşma özellikleri zaman zaman belirlenebilmektedir. Genel anlamda günümüz imkanları ile afetlerin nerede, ne zaman, ne şekilde, ne büyüklükte etkili olacağı ve nasıl meydana geleceğinin tam olarak belirlenmesi her zaman mümkün olamamaktadır. Afetlere karşı yapılacak en etkili çalışma, afet öncesi tedbirlerin alınıp, afet esnasında meydana gelebilecek zarar ve hasarların en aza indirilebilmesidir. Ülkemizde genellikle afet sonrası çalışmalar ön planda olduğundan, afeti takip edip meydana getirdiği etkileri ortadan kaldırmaya çalışmakta olduğumuz düşünülmektedir. Bu çalışmanın konusu olan afet ve acil durum yönetiminde yirmi dört saat görevde, eğitimli ve donanımlı bir teşkilat olan itfaiyenin afetler meydana gelmeden hazırlık aşamasında, meydana geldikten sonra da arama kurtarma ve enkaz çalışmalarındaki rolü, afet ve acil durum yönetimindeki yeri incelenmiştir. Bu çalışma, Afet ve acil durum yönetimine itfaiyenin entegrasyonu hususunda öneriler getirmiştir.

According to the geographic location on the Earth, humankind, have always been exposed to natural, meteorological, human-induced and technological disasters, in parallel to population density, construction activities, urbanisation, industrialisation and technological developments. Countries and communities face serious casualties and economic losses in case they fail to take appropriate action against a possible disaster. Determining the properties and symptoms of a disaster can scarcely be possible. As far as present level of technology is concerned, it is not always possible to determine exactly, when, where, in what way and to what extent these disasters will be effective. The most effective work to be held prior to a possible disaster is to take necassery measures in order to minimize the losses and demages. Since post-disaster works stand in the forefront in our country, it is generally thought that we tend to follow the disaster and try to eliminate its negative impacts. This work includes the role of the fire department which is on the task around the clock as a well-trained and well-equipped organisation in pre-disaster process as well as post-disaster process in terms of search, rescue, debris works and disaster and emergency menagement. This study also offers some recommendations concerning fire department’s integration to the Disaster and Emergency Menagement.
