Kente karşı suç kavramına kıyı alanlarındaki imar uygulamaları çerçevesinden bir bakış : Kuşadası örneği

Abstract

Bu çalışmada; kente karşı suç kavramı, kıyı alanlarındaki imar uygulamaları çerçevesinden irdelenmiş, hangi eylemlerin kente karşı suç olarak nitelendirilebileceği, bu eylemlerin kıyı kentlerindeki değişik uygulanış biçimleri ile kentin geleceği ve kent halkı üzerinde bıraktığı etkiler analiz edilmeye çalışılmıştır. Öncelikli olarak, kent, kentlilik bilinci, kente karşı suç ve imar uygulamaları bağlamında kente karşı işlenen suç gibi kavramlara yer verilmiştir. Bu kavramlar açıklandıktan sonra diğer bir bölümde, kıyı alanlarındaki hangi eylem ve uygulamaların kente karşı işlenen suç olarak nitelendirilebileceği ve bu eylem ve uygulamaların kent ve kent halkı üzerindeki fiziksel, sosyal, siyasal etkileri değerlendirilmiştir. Bir kıyı kenti olarak Kuşadası ilçesinin genel özelliklerine yer verilmiş, devamında Kuşadası ilçesinde kente karşı suç niteliğindeki somut imar uygulama örneklerine değinilmiştir. Yapılan analizlerden sonra, Kuşadası ilçesi için yeni bir yaklaşım önerisinde bulunulmuştur. Son bölümde ise konuyla ilgili elde ettiğimiz veriler neticesinde görüş ve öneriler sunulmuştur.

In this study ;the crime concept against the city is researched through development applications and , it is also analysed which actions can be considered to be a crime against the city ,different application forms of these actions in coast areas and the future life of city with the effects of these actions on city people. First of all, in this study it is given importance to the subjects such as the city concept, the consciousness of city life, crimes committed against the city itself and the criminal development plans against the city. Following the descriptions of the concepts mentioned above, in the other section it is examined which actions and plans can be defined as a crime against the city and also the physical, social and political affects of these actions and plans on city people. As a coast area the general features of Kuşadası are defined and following to this concrete application examples of development plans in Kuşadası which can be considered to be a crime against the city are also mentioned. After making an analysis of this subject, a new approach is suggested for Kuşadası. In the last section new proposals and opinions are suggested with regard to data collected about this subject.
