| dc.description.abstract | Bu makale Kafkasya’da bölgesel güvenliğin 11 Eylül 2001 sonrası dönemdeki değişen parametrelerini incelemeyi amaçlamaktadır. Makalede öne sürülen başlıca görüş, Kafkasya’da eskiden bu yana devam eden yerel etnik çatışmaların henüz kalıcı bir çözüme ka-vuşturulamamış olmasının tarihsel olarak başat bir bölgesel güç olan Rusya’nın bölgesel etkisini güçlendirirken, küresel bir güç olan ABD’nin ve giderek güçlenen bir bölgesel aktör olan Türkiye’nin yeni açılımlarını da engellediği şeklindedir. ABD ve Türkiye’nin yeni açılımları eski sorunların diyalog yoluyla çözülmesini, demokratik siyasi yapıların, serbest ticaretin ve çoğulcu sosyo-kültürel kimliklerin geliştirilmesini amaçlamaktadır. Bu bağlamda, 2008 yılında Rusya ve Gürcistan arasında Güney Osetya çatışmasından dolayı çıkan savaş Rusya’nın Kafkasya’daki etkisini daha da güçlendirirken, bu yeni açılımların uygulanmasını da zorlaştırmıştır. Sonuç olarak, bölgesel güvenlik sorunları daha da karmaşık bir hale gelmiştir. | |
