Abstract

Issue Management is a management process that estimates and takes action toward the problems which are related to developing trends that will affect firm stakeholders with great probability. Issue management in public policy is the management of corporate and social resources towards the aim of increasing the corporate benefits and rights with the stakeholders in mutual balance. PR practitioners must evaluate the issue in public policy for filling the gaps between corporation and stakeholders by determining the needs of the stakeholders. Issue management covers identifying the issue, analyzing the issue, setting priorities, choosing the strategies, operating the action and communication programs and evaluating the productivity The most important element for the issue managers in the desicion making and practice process is the issue of communication. The issue manager while exercising the actions of issue management at the same time is charged with the determination and formulation of the most effective communication alternative. Issue management gains strength from public relations disciplines such as public affairs, communication and government relations Public relations play an important role due to the fact that public relations experts practice the most important force in the management acts of communication and in the analysis of the environment in the effective form.
