Item Avrupa kentsel şartı bağlamında yaşam kalite arayışları : Tozkoporan örneği(Bahçeşehir Üniversitesi Fen Bilimleri Enstitüsü, 2014-08) Aktaş, Ali; Esen, AdemIstanbul at the international level is gaining importance every day and its tourism and commercial potential increase with each passing day as a world city. In this context, the central location of Güngören district is an important region in Istanbul metropolitan area because of containing a lot of transportation routes and important trading activities. But the old and intense housing stock, as well as the impending threat of an earthquake, the necessity of the concept of urban transformation is opened discussion increasingly with each passing day. Because the concept of urban transformation receives a vulnerable state as opposed of the examples in the west, and another concept is “quality of life” that is tried to be evacuated with populist rhetoric in recent years, we are tried to give a different perspective and a new lease to urban renewal projects while evaluating both of the concepts. In the first part we explain that aims, methods, definition of the concept of “Quality of Life”, livability, sustainability and defining urban life quality in the framework of urban rights, the aim of urban transformation, types of intervention and their effects, process of urban transformation in Turkey and its legal development. In the second part, we state location of study area which is in Istanbul metropolitan, its development and current situation of it. The planning process of the structured development process and legal process of how to developed urban transformation in Tozkoparan are analyzed under the title of “development process”. Current situation analysis is examined under the titles of “Doğal Yapı”, “Fiziksel Yapı” and “Sosyo-Ekonomik”. In the third section, the planned urban renewal project to shed light on in terms of quality of life proper to the achievement criteria can be considered European Urban Charter 2 spatial principles of what reflected in the can proposals were put forward.
