İstanbul ölçeğinde konaklama yapılarının engelliler için erişilebilirliği

Abstract

Günümüzün sosyal ve kültürel etkinliklerinden biri olan, turizm hareketinden engellilerin, bilinçsiz ve hatalı tasarımlar yüzünden yoksun kalması kabul edilmez bir durumdur. Konaklama yapılarının sunduğu her hizmetten yararlanabilmek için, mekansal kurgunun, yüzeyde kullanılan malzemelerin, mobilyaların, mekan algısını arttırmaya yönelik kullanılan mimari kod ve levhaların erişilebilirliği sağlayacak şekilde düzenlenmesi gerekmektedir. İstanbul ölçeğiyle sınırlandırılan bu çalışmanın amacı, farklı tip konaklama yapılarının engelliler için erişebilirlik düzeylerini incelemek ve her yapı stoğu için ayrı çözümler geliştirmektir. İncelenen otellerden biri restorasyon örneği, biri rekonstrüksiyon bir diğeri ise yeni yapı örneğidir. Bunlar sırasıyla; koruma tüzüğüne göre restore edilen beş yıldızlı Crown Plaza Laleli Hotel, dışı korunup içi günümüz standartlarına göre yeniden kurgulanan özel tesis Four Seasons Hotel Sultanahmet ve sıfırdan inşa edilen beş yıldızlı Le Meridien Hotel’dir İnceleme, yerinde yapılan tespitler, karşılaştırmalar, fotoğraflar ve literatür araştırmasında bulunan diğer dokümanlar paralelinde şekillenmiştir. Tezin birinci bölümünde, engelliliğe ilişkin genel kavramlar, yönetmelikler ve standartlar incelenmiş ve yaşadıkları mekansal sorunların altı çizilmiştir. İkinci bölümde, konaklama yapılarının engelliler için erişilebilirliği araştırılmış ve erişebilirliği etkileyen faktörler, fiziksel kurgu ve donatı öğeleri başlıkları altında sınırlandırılarak incelenmiştir. Üçüncü bölümde ise, İstanbul ili içindeki otellerin tiplerine göre şehirdeki dağılımları istatistiksel verilere dayanarak analiz edilmiş ve sayıca diğer tiplerden fazla olan iki tip üzerinden örnekler seçilerek engelliler için erişilebilirliği incelenmiş ve öneriler sunulmuştur. Yapılan incelemeler sonucu yeni yapı örneği olan Le Meridien Otel’in engelliler için erişebilirliğinin en iyi, rekonstrüksiyon örneği olan özel tesis Four Seasons Sultanahmet Otel’in erişebilirliğinin orta, restorasyon örneği olan beş yıldızlı Crown Plaza Laleli Otel’in ise neredeyse erişilemez olduğu gözlemlenmiştir. Diğer bir deyişle, bugünün yüksek teknolojisi ve bilinçli tasarım ekibinin bir araya gelmesi ile oluşan sonuç, bağlayıcı unsurları olan yapı tiplerinin otele dönüşmesiyle çıkan sonucun çok ilerisinde olduğu gözlemlenmiştir.It is unacceptable that many disabled people cannot take part in one of the most important social and cultural movements, tourism, due to the thoughtless and senseless designs. Many hotel owners prefer to solve accessibility problems by designing handicapped rooms. However, in order to utilize all services of the hotel, conceptual design of spaces, the material of surfaces and the signage & symbols for enhancing the perception must be designed according to provide the accessibility. For this reason the aim of this research is to explore the accessibility of different types of accommodation buildings and to find new solutions for problems. The examples that were chosen are one restored building, Crown Plaza Hotel, one adaptive building, Four Seasons Hotel and one new constructed building, Le Meridien Hotel. Research was executed according to the analysis of site, comparisons, photographs and literature survey. In the first part of the research, general concepts of disability, laws and standards were analyzed. Moreover, special accessibility issues pertaining to disabled were analyzed. In the second part, the factors which affect the accessibility of the disabled in accommodation building were observed in the scope of space organization and fittings units. In the third part, different types of hotels in Istanbul were analyzed according to statistical data. Regarding to this data, three examples were selected and investigated because of their numerous differences and star properties. All these hotels accessibility was examined and compared. As a result of this research, the accessibility of Le Meridien Hotel was the found to be highest, Four Seasons Hotel was intermediate and Crown Plaza Hotel was the lowest. When the all different types of hotels result analyzed separately, the building which one is made up of high technology and informed design team has the accessibility for disabled most.
