Belediye zabıta hizmetlerinde süreç yönetim modeli uygulaması

Abstract

Yerel yönetimler, belediye sınırları içerisinde kuralları uymayanları araştırmak, suçları engellemek ve kimi durumlarda da suçluları cezalandırmak için belediye zabıtasından yararlanmaktadır. Belediye zabıtası; yerel yönetimlerde demokrasinin uygulanması, insan haklarına gereken duyarlılığın gösterilmesi, kentsel çevrenin korunması ve düzenlenmesi, tüketicilerin korunması gibi açılardan önemli görevler üstlenmektedir Yerel yönetimlerde hızlı kentleşme sonucunda ortaya çıkan sorunlar sonucu zabıta teşkilatının da yükü ve önemi çoğalmaktadır. Zabıta teşkilatının halkın ve belediyenin beklentilerine cevap verebilmesi için zabıta teşkilatında sürece odaklı iyileştirme faaliyetleri uygulanmaktadır. Bu süreç yönetimi ve iyileştirmesi şeklindeki uygulamalarla vatandaşa sunulan hizmet kalitesinin ve vatandaşın memnuniyet düzeyinin artırılması hedeflenmektedir. Bu araştırmanın amacı; belediye zabıta teşkilatındaki süreçlerin yönetilmesi ile ilgili bir model ortaya koymaktır.Municipal corporations are benefiting from municipal police to investigate those who do not obey the rules, prevent and punish the offenders in some cases within the boundaries of the municipality. Municipal police takes on some important tasks in many aspects such as the implementation of democracy for local governments, showing the necessary awareness to human rights, the protection and regulation of urban environment and protection of consumers. As a result of rapid urbanization, the load and importance of the municipal police force increases in local governments. Process-focused improvement activities are applied for municipal police force for them to respond to the expectations of the public and the municipality. This process management and improvement activities aim to improve the service quality and increase the satisfaction level of citizens. The purpose of this research is to reveal a model about the management of processes in municipal police force.
